During the period December 2016 and January 2017, the International Security Sector Advisory Team (DCAF/ISSAT) and Swedepeace (together making up the Swiss Team on Justice and Security Sector Reforms in Honduras – STJSSR) organised two missions to Honduras, one of the countries in the world suffering from the highest levels of human insecurity and violence. The STJSSR has provided backstopping to the Swiss Agency for Development Cooperation (SDC) and its partners since 2013.
Together, SDC and STJSSR organised an explorative mission to the Departments of Valle, Choluteca and La Paz in order to better understand the challenges and opportunities, identifying options for action, to citizens security at the local and regional levels. Dialogues were held with a large number of representatives from civil society, local governance and state institutions from the justice and security sector.
Furthermore, STJSSR provided support to the Ministry for Security on strategic change management in support of the ongoing police reforms in Honduras. The reforms are advancing and they include, so far, a purge of over 2500 policemen. The reforms are supported by, among others, the Inter-American Development Bank and Switzerland.
Furthermore, STJSSR supported the NGO Alliance for Peace and Justice (Alianza para Paz y Justicia – APJ) by facilitating a full day strategic workshop to review the theory of change and plan for APJ´s strategic actions during 2017. The Alliance consist of a number of civil society organisations and is one of the key actors in the efforts to reform the justice and security sector in Honduras.
